WhatsApp works in Dubai for everything except the thing most visitors want it for. Messages, photos, voice notes, documents and groups all go through on any network in the UAE; voice and video calls do not, and neither do FaceTime, Skype, Viber or Telegram calls. The block is a licensing rule set by the UAE's telecoms regulator, the TDRA, and it applies on the local operators, on hotel and airport WiFi, and on any travel eSIM whose data exits in the UAE, because it is enforced where your traffic reaches the internet, not on your SIM. This guide sets out what is blocked and what is not, the apps the regulator has licensed instead, why some travel eSIMs get round the block and most do not, where VPNs stand under UAE law, and how to set your phone up before you land so that the people at home can still reach you.

Quick answer: In Dubai and the rest of the UAE, WhatsApp text works and WhatsApp calls do not. The same goes for FaceTime, Skype, Viber, Signal and Telegram calls. For free app-to-app calls use Botim (licensed, free between Botim users), or Zoom, Microsoft Teams and Google Meet, which have been permitted since 2020. Whether a travel eSIM lifts the block depends on where its data exits to the internet. Umi's UAE eSIM exits outside the UAE, so WhatsApp and FaceTime calls currently work on it; that can change without notice, so keep Botim as a backup. It runs on du 5G at $4.95/GB pay as you go, with unlimited hotspot and a balance that never expires.

What is blocked in the UAE?

The UAE allows internet calling only through services licensed by the Telecommunications and Digital Government Regulatory Authority (TDRA), which in practice means the two operators, Etisalat (e&) and du, and the apps they partner with. Anything else that carries voice or video over the internet is blocked at the network; the regulator's own guidance is on the TDRA website. The practical list, as it stands in November 2026:

Work, on a local SIM or on roaming at your home network's rates

Two things visitors get wrong. The block is on calls, not on the apps: you will not lose WhatsApp, and your family's messages will arrive. And the block is not new or temporary; the regulator has considered loosening it several times since 2019 and has not. Treat it as permanent for the length of a trip, and treat any route round it as something to check on arrival rather than count on.

Does the block apply to a travel eSIM or my home SIM on roaming?

It depends on where your data leaves for the internet, and that is the one thing a visitor can choose. The UAE operators block VoIP traffic at the point where it leaves their network for the internet. A travel eSIM that gives you a UAE IP address (local breakout, which is how most travel eSIMs work in the Gulf) goes through that filter like any local SIM, so WhatsApp calls fail. A home SIM on roaming, or an eSIM whose data is routed back through another country before it reaches the internet, can sometimes get through, because the traffic exits elsewhere; that is why some visitors report WhatsApp calls working on roaming and others, on the same network, report them failing. Umi's UAE eSIM is in the second group: its data is not broken out locally in the UAE, so WhatsApp and FaceTime calls work on it as things stand in November 2026. Two honest caveats. Routing can change without notice, on Umi's side or the operators', so treat it as a bonus rather than a guarantee and keep Botim installed as the fallback. And it is the data path that makes the difference, not the eSIM itself; if you ever see a UAE IP address on the connection, the block will apply. Our where your eSIM data really goes guide explains the one-minute check that tells you which case you are in.

Hotel, airport and mall WiFi are on the UAE operators, so the block applies there whatever SIM is in your phone. If your eSIM's calls work, keep the phone on mobile data for the call and off the WiFi.

How do I make calls in Dubai?

Set it up before you fly; the people you want to call need the same app, and getting them to install it from a hotel room is the hard part.

  1. Install Botim (iOS and Android) and ask the two or three people you will call most to install it too. Botim-to-Botim voice and video calls are free; calling ordinary phone numbers needs a paid plan, sold through du and Etisalat from about AED 50 (about $14) a month at the time of writing. Check the app for current prices.

  2. For work calls, Zoom, Teams and Google Meet work normally on any connection; schedule them as you would at home.

  3. For a call to someone who will not install anything, use an ordinary phone call. On your home SIM that is at your network's UAE roaming rate (often £1 to £2 a minute from the UK), so keep it short or buy a local pay-as-you-go SIM for calls, which needs your passport at an operator shop.

  4. Keep WhatsApp for messages and voice notes. A voice note arrives where a call will not.

  5. Do not rely on a VPN. See the next section.

Are VPNs legal in the UAE?

Owning and using a VPN is not itself an offence, and banks and companies use them routinely. Using one to do something the UAE prohibits is: Federal Decree-Law No. 34 of 2021 (the cybercrime law) makes it an offence to use a false IP address or a third-party address to commit a crime or to prevent its discovery, with fines of AED 500,000 to AED 2 million (about $136,000 to $545,000) and possible imprisonment. Making a WhatsApp call through a VPN sits inside that wording. Enforcement against tourists is rare and the operators mostly throttle or block VPN protocols rather than report users, but the penalty on paper is severe, VPNs are often unreliable on UAE networks anyway, and the licensed alternatives are free. For a two-week trip, Botim is the answer, not a VPN.

Which eSIM for Dubai and the UAE?

Data in the UAE is not expensive for a tourist, but the choices differ on what happens to the calls question, the passport step, and what you are left with when you leave.

Umi's price is from the live UAE page on 5 November 2026. The UAE is one of Umi's pricier destinations per gigabyte, so for a long stay with heavy use the operator's tourist pack wins on price, and it gives you a local number for the ordinary calls that WhatsApp cannot make. For a week in Dubai, or a stopover between Europe and Asia, the eSIM's case is that there is no passport queue on arrival, the same profile carries on to the next country at that country's rate, and whatever balance you do not use comes home with you (see eSIM data that never expires). As long as the routing holds, your WhatsApp and FaceTime calls keep working too. Pair it with Botim as the backup and the only thing you give up is a local number.

The UAE is one of several countries with a rule that catches visitors' phones. Turkey counts 120 days on any SIM before blocking a foreign phone, Egypt charges 38.5% after 90 days on a local SIM, Indonesia keeps an IMEI whitelist, and Russia puts every foreign line through a 24-hour block on arrival. Delayed on the way? What you're owed when a flight is delayed covers the thresholds, and Umi gives you 1GB free if an international flight is an hour late or cancelled. Our best travel eSIM guide covers the field.
